Had a look at wisps specifically, they're not appearing on the list because they're spawned via script slightly after the server boots

Disabled NPC movement and let the server sit for a minute before capturing that list
Seems a bit more complete

I think there is still stuff missing
Eg paul gower
Unless he is spawned with script too

Does he only appear in the weird gower quest looping area?

Next to andrew gower, both in life altar and  varrock farm
Im not home atm, ill see if i can get a list of others i think are missing when i get home 
A lot of fremennik slayer dungeon npcs were missing too
And sophanem slayer dungeon too

Roughly in the order that they're loaded in
You can see all the wisps are near the bottom since they're spawned in dynamically

Hi, just butting in to note that the penguin spy NPCs seem to be missing (IDs 8094 - 8103) although this week's disguises are all listed
Are the spies generated dynamically too?

I think how he did it is that he made a dump from  a test server
So it would make sense only one rotation of pengs is in there

Some of them are floating above the clan wars plateau as well
